New Procurement Act 2023 Thresholds from 1 January 2026

The Procurement Act 2023 continues to reshape the public procurement landscape, and from 2026/27 the revised financial thresholds will apply when determining whether a procurement must follow the full regulated procedures.

For maintained schools, academies and Multi Academy Trusts, the most relevant change is the updated threshold for sub-central contracting authorities covering supplies and services, alongside revised thresholds for light touch contracts (such as education services) and works.

While some thresholds have reduced slightly compared to previous years, the practical implication is clear: more procurements may fall within scope of the Act, increasing the importance of early planning, accurate “whole life value” contract value estimation (including VAT), and a clear audit trail.

The table below summarises the 2026/27 thresholds, alongside the previous 2024/25 values, to help you quickly assess when regulated procurement requirements apply and ensure continued compliance with the new regime
