The Elliot Foundation Academies Trust 

The Elliot Foundation Academies Trust is a primary only Multi Academy Trust currently comprising 36 schools, with 39 payrolls. The Trust is geographically spread over three regions (West London, East Anglia and West Midlands) with a head office in London. The Trust has been running schools since 2012 and are therefore well established and respected in the sector. The Trust operates in areas which are mainly of high deprivation, where most schools have needed support to allow pupils to achieve their potential. 

The Background 

The Elliot Foundation Academies Trust identified the need to review and procure a new Payroll and HR Administration service. The Trust required a solution that would deliver consistency, efficiency, and reliability across its schools while ensuring compliance with employment and pension regulations and the Public Contracts Regulations 2015 (PCR2015), the legislation in place at the time the procurement commenced. 

With its existing contract approaching renewal, TEFAT had to retender for this service provision which offered them the opportunity to see what new providers had joined the market since their last tender.  For both new and existing providers it was an opportunity for them to show that they could deliver an equal or better solution and service. 

TEFAT engaged Minerva to lead the end-to-end procurement process, leveraging our expertise in running complex tenders for large multi-academy trusts.  

Results  

The procurement project delivered significant benefits for TEFAT: 

  • A single, integrated provider for payroll and HR administration, improving efficiency and reducing administrative workloads. 
  • Competitive pricing, resulting in cost savings for the Trust.
