Cleaning

The Warriner Multi Academy Trust (MAT), established in 2015, comprises several schools across Oxfordshire, Northamptonshire, and Warwickshire. The Trust sought to procure a comprehensive cleaning service for two of their primaries and the main secondary and Sixth Form school in Oxfordshire that would ensure a consistent and high-quality environment for its students and staff.

The Background

The Trust required a full daily cleaning service during term time and periodic cleaning outside of term time for its primary schools, with a 52-week provision for The Warriner School. Given the scale and specific needs of each institution, it was essential to find a provider capable of delivering tailored services across multiple sites. This particularly the case with The Warriner School which has a working farm on site!  Additionally, the procurement process needed to comply with the Public Contracts Regulations 2015 (PCR2015) to ensure transparency, fairness, and value for money.

To navigate the complexities of the PCR2015 tender process, The Warriner MAT engaged Minerva having previously used us for several other tender processes. Using our expertise, Minerva recommended the Restricted Procedure, a two-stage process suitable for pre-qualifying suppliers based on their financial standing and technical capability.

We supported the Trust with a wide range of elements including the drafting of the tender documents, arranging and hosting site visits, draft evaluation of both the SQ and ITT stages as well as organising and attending the presentation day for shortlisted bidders.  In addition we completed all the relevant compliance requirements such as the Contract Award Notice and a comprehensive Procurement Audit Report.

Results

Submissions were evaluated based on pre-agreed evaluation criteria, ensuring a fair and transparent process, where three companies were invited to a presentation day. The resultant contract valued at over £1.5m commenced in November 2024, spanning an initial three-year term with options for two additional 12-month extensions.
